Definitions
The term spamming came from an old Monty Python sketch about
a restaurant where they served nothing but Spam. Spam on toast, Spam and
eggs, Spam sandwiches, etc. It took on the meaning "too much of a
good thing", and is now used to refer to any message which is sent
out indiscriminately to large groups of people who don't necessarily want
to see it, by email or to usenet newsgroups. Bulk Email, of course, is
massive email to a randomly - or nearly randomly selected audience. Particularly
offensive are those spammers who download email addresses from newsgroups,
and send to the entire list, without regard to the nature of the posting
by each "victim".

I believe the following user, ICQ # 1986221 aka winwan@hotmail.com, who has elected to remain anon behind the "hotmail" shield is a system abuser. After getting a "request to add" from this unknown user, and returning an authorization, within minutes - I recieved the attached unsolicited email message. I traced the IP address 206.172.223.80 to sympatico.ca and have reported this abuse to the webmaster at sympatico.ca.
I have since revoked my authorization to add and have recieved and denied another request to add. This use is clearly in violation of ICQ's terms of service. Any warning, or action, you may take will be appreciated. Please, let's not let ICQ be destroyed by SPAM.

By US Code Title 47, Sec.227(a)(2)(B) - A computer / modem / printer meets the definition of a telephone fax machine.
By US Code Title 47, Sec.227(b)(1)(C) - It is unlawful to send any unsolicited advertisement to such equipment.
By US Code Title 47, Sec.227(b)(3)(C) - A violation of the aforementioned Section is punishable by action to recover actual monetary loss, or $500, whichever is greater, for each violation.
All unsolicited incoming commercial traffic is therefore subject to a charge at a rate of $500 per message to compensate for loss of service.
